Be it enacted by the Student Senate at the University of Tennessee at Chattanooga that the following be put on the Fall 2010 SGA Elections ballot:
Do you approve increasing the required G.P.A for SGA Senators from 2.0 to 2.5? The Constitutional change would read:
Article VII, Section 1, Clause A
Qualifications for Office
A. To be elected or appointed to any position in SGA, a student must be a Member of SGA and must maintain a 2.5 cumulative grade point average. He or she must be registered for and taking at least 12 semester undergraduate or 9 semester graduate hours except for a senior or graduate student in his or her last semester before graduation when that student needs fewer than the required minimum hours for completion of his or her graduation requirements. A student may not be on disciplinary probation. Any student failing to meet this requirement shall have his or her office declared vacant. However, a student may receive an exemption by a Faculty Advisor for unusual circumstances.

A Resolution Concerning Firearm Usage on University Campuses
Whereas, Senate Bill 51 and 399, an act to amend Tennessee Code Annotated, Section 39-17-1315, would allow all full-time faculty and staff at any public, post-secondary institution in the State of Tennessee who are not otherwise prohibited by law to be authorized to carry handguns at all times on campus premises for which they are employed,
Whereas, Senate Bill 398, an act to amend Tennessee Code Annotated, Section 39-17-1315, would allow any law enforcement officer, retired law enforcement officer, active, retired, and honorably discharged member of the United States Military and Military Reserves in good standing, and Reserved Officer Training cadet (ROTC) to carry handguns on campus premises of public, post-secondary institutions,
Whereas, Senate Bill 397, an act to amend Tennessee Code Annotated, Title 39, Chapter 17 and Title 55, Chapter 50, would allow any person under the age of twenty-one to transport a rifle or shotgun in or on a privately-owned motor vehicle if the ammunition is not in the chamber or cylinder with no clip/magazine containing ammunition is inserted in the weapon, as well as, those individuals over the age of twenty-one years of age to carry a firearm in the state except as otherwise prohibited by law,
Whereas, allowing weapons on university campuses would increase danger to students, faculty, staff, visitors, and areas communities,
Whereas, allowing weapons on university campuses presents the possibility of increased crime, violence, and injury,
Whereas, campuses with weapons not used for day-to-day campus security operations would experience a greater need for increased funding to adequately protect the campus community in a time when higher education is suffering financial hardships.
Be it enacted that the UTC Student Senate under Article V, Section 5, Clause D of the UTC Student Government Association Constitution,
Determines that permitting weapons, including handguns, on university campuses, is an unnecessary distraction that poses a credible threat to our students, faculty, and staff;
Determines that the risk of violence against Tennessee Students compels us to stand in opposition to the bill,
Determines that faculty and staff members in higher education are employed to provide the highest quality collegiate experience, not campus security and defense unless hired to do so.
Determines that with approximately three thousand students residing within campus facilities, safety and peace for their on-campus homes is vital.
Calls upon the Tennessee General Assembly to remember the safety of its students as they cast their vote on the listed Senate Bills and all other related, future legislation,
Calls upon the Governor of Tennessee to veto the bill, should it pass through the Tennessee General Assembly.

A Resolution Concerning the Expansion of the Commencement Processional
Whereas, the University of Tennessee at Chattanooga values the complete student experience both in and out of the classroom;
Whereas, the Quality Enhancement Plan, established in 2011, for the SACS Accreditation process recognizes as its third link, “ThinkAchieve: Beyond the Classroom,” with an emphasis to development outside of the standard education practices to include various areas of student engagement;
Whereas, the campus recognizes that a comprehensive student experience is vital to student retention;
Whereas, in November 2009, approximately 340 non-faculty professionals were employed at UTC; furthermore, the individuals contribute to the student experience outside of the classroom through areas of student services, campus operations, student affairs, and various other administrative areas;
Whereas, the predominant population of candidates for degrees at commencement are at the Bachelor’s level;
Whereas, the recipients of a Master’s Degree have academic regalia different to those recipients for a Bachelor’s Degree, thus representing a higher level of competency in academia;
Whereas, the act of the faculty processional/recessional of the candidates for degrees is a presentation of their work and guidance throughout the student experience within the classroom;
Whereas, many non-faculty professionals teach students in many disciplines, including professionalism, leadership, workplace skills, and communications.
Be it enacted that the UTC Student Government Association under Article V, Section 5, Clause D of the UTC Student Government Association Constitution,
Determines that all full time employees of the University of Tennessee at Chattanooga with the minimum completion of a Master’s Degree should be extended an invitation to march with faculty as part of the commencement processional/recessional in their respective items of academic regalia;
Determines that allowing these professionals in the processional/recessional signifies the University’s dedication to a complete college experience, both in and out of the classroom;
Calls upon the Administration of UTC to consider this resolution for enactment for the May 2011 Commencement Ceremony;
Calls upon the various offices involved in coordination of commencement to make alterations related to this resolution.

A Resolution concerning the expansion of the
Tennessee Education Lottery Scholarship (HOPE) to summer terms
Whereas, the Tennessee Education Lottery Scholarship has provided countless educational opportunities for students across the state of Tennessee,
Whereas, the University of Tennessee at Chattanooga’s administration with advisement from the campus Efficiency and Effectiveness Committee, comprised of administration, faculty, graduate and undergraduate students, has altered the summer terms to include two short and one long session per summer, thus allowing summers to be utilized as a potential third term,
Whereas, there is a minimal amount of financial aid available for use in summer school,
Whereas, extending the Tennessee Education Lottery Scholarship to include summer terms would help alleviate crowded classrooms in the fall and spring semesters and assist students in fulfilling degree requirements in a more timely fashion, and
Whereas, many current undergraduate students find it difficult to complete required courses within fall and spring terms in order to graduate within four years, and providing students with summer financial assistance may assist them in completing required coursework as well as increase four-year graduation rates throughout the state, and
Whereas, the recent focus by the Tennessee General Assembly through the Complete College Tennessee Act on graduating students in a more efficient manner would be further extended through financial assistance which permits students to utilize their Hope Scholarships during the summer,
Whereas, the improvement of Tennessee universities’ graduation rates will have a positive impact on the educated, workforce of the state,
Be it enacted that the UTC Student Government Association under Article V, Section 5, Clause D of the UTC Student Government Association Constitution,
Determines that the Tennessee Education Lottery Scholarship program should be expanded to include summer terms;
Determines graduation rates will significantly increase at all of Tennessee’s higher education institutions;
Calls upon the Tennessee General Assembly to implement this change in the upcoming legislative session as a pressing issue for students;
Calls upon the Governor of Tennessee to sign this action by the General Assembly into law.
